Frequency Metrology Measures

Part 1 of the standard [1] contains definitions of measures relevant to clock characterisation. In order to properly understand what has been simulated, as well as to be able to properly discuss later (section 4) the statistical measures by which clock quality is defined, it is necessary to discuss physical measures of frequency stability. The material in this section has been adapted from [1] and [18].
