Motivation

There are two main motivations for the work discussed in this chapter. At the March 1996 (Vienna) ETSI TM3 meeting new values for K_w for SSU's and SEC's were proposed [14] and subsequently adopted [4]. It was felt that since one of the major model parameters had changed by over three orders of magnitude, it would be of value to verify them. The analysis also allows the expected form of the results to be understood.
